Notice on severe mental disorder disease report management methods

Health bureaus (Health and Family Planning Commission) at the province, autonomous region and municipality levels directly under the central government, and the Health Bureau of Xinjiang Production and Construction Corps:

Article 24 of the Mental Health Law stipulates that China implements the report mechanism for severe mental disorder diseases. The related management methods should be formulated by the health administrative department under the State Council. For this, the National Health and Family Planning Commission has formulated the Management Methods for Severe Mental Disorder Disease Report (Trial), please act on it. Hereby the document is printed and distributed, please comply and carry out with practice.

Management Methods for Severe Mental Disorder Disease Report (Trial)

1. The method is based on the Mental Health Law of the People's Republic of China and aims at promoting the management of severe mental disorder disease reports.

2. China has established a information management system for severe mental illness information (hereinafter referred to as "information system"), and severe mental disorder disease information is part of the system.

3. Medical institutions shall report cases that meet the descriptions of Item 2, Paragraph 2, Article 30 of the Mental Health Law after being diagnosed as severe mental disorders.

4. Medical institutions qualified to diagnose and treat mental disorders are responsible for reporting mental disorder cases, and should assign a special administrative office on the job. The office should put special personnel in charge of entering or reporting the information.

Psychiatric practitioners are responsible for reporting serious mental disorder diseases. After determining the severe cases for the first time, practitioners should submit patient information to the information office mentioned above.

5. The unit responsible for reports should enter patient information into the information system within 10 working days after patients are diagnosed with severe mental disorders. For those with no network resources, they should submit relevant information on paper to local mental health prevention and control technology management institutions at the county level within 10 working days.

The mental health prevention and control technology management institution at the county level should enter the information from units with no network resources into the information system within five working days.

6. If the report unit finds that already reported cases meet the descriptions of Paragraph 1, Article 35 of the Mental Health Law, and can’t determine if patients are suffering severe mental disorders after re-diagnosis or reappraisal, it should modify the information in the information system before the 10th of the next month. Units with no network resources should submit relevant information on paper to the local mental health prevention and control technology management institution at the county level, which will modify the information before the 10th of the next month.
