3. Ensure security, convenience and efficiency
Population health information concerns individual privacy, and big data mining application plays an important role in social stability and security. Therefore, parties involved are required to ensure population health information security and protect individual privacy. In addition, work should be done to promote comprehensive population health information utilization and improve the abilities of the health and family planning system to serve and manage public health.
Requirements on population health information collection
1. Ensure information collection quality
Units in charge shall set up a sound quality control and management system, clarify responsibilities, and strictly enforce relevant standards and procedures to ensure the authenticity and integrity of collected data. They should use unified standards and standard terminology and take responsibility for accurate content and quality of collected data.
2. Follow the “one data, one source” principle
Units in charge should ensure the unique identification of each service and management subject in the information system, as well as basic data consistency to facilitate information sharing and utilization and avoid repeated collections, namely one data from one source. They shouldn’t overreach the data collection range and should only collect the minimum amount of data to satisfy service and management work.
3. Satisfy work and management requirements
Units in charge shall follow job requirements in collecting population health information based on actual service and management needs, and realize regional interconnectivity, information sharing and work collaboration.
Requirements on population health information management
1. Competent departments
Health and family planning administrative departments (including traditional Chinese medicine institutes) above the county level are in charge of promoting, guiding and supervising population health information under their own jurisdiction.
2. Storage management requirements
Conduct storage of population health information based on overall informatization planning. Entire population, electronic health and medical records databases and platforms at national, provincial, municipal and county levels, will be built. Units in charge should take responsibility for storing population health information produced from management and service, and be equipped with required data storage, backup and management devices of national standards. They should also establish reliable population health information backup work mechanisms in case of disasters. They should also run regular backups and restore tests to ensure prompt, intact and accurate data recovery and realize long-term data preservation and historical data filing and management. Organizations at all levels shall not store population health information on servers abroad, or on leased servers.
3. Update and maintenance requirements
Units in charge should establish sound management systems, clarify responsibilities at the population health information management department, and make prompt update and maintenance of population health information based on service and management needs to ensure the latest, continuous and effective information.
