2. Establish trace management system
Any user establishing, modifying or visiting population health information should go through rigorous real-name authentication and authorization control so that their behavior can be managed, controlled and traced.
3. Requirements on implement information security review
Units should strengthen security management of information technology products and service providers for the population health information system by following the requirements of the national information security review system to ensure safe and controllable providers.
Responsibilities
1. Strengthen guidance and supervision
The health and family planning administrative departments at various levels should supervise and check population health information management under their own jurisdiction, guide health information utilization, and take steps to improve fine population health services and management abilities.
2. Establish reporting system
Superior departments or units in charge should report any data loss and damage, privacy leaks or other consequences caused by violations during population health information utilization, as well as in health information system construction, maintenance and technical support. Units or individuals that cause grave results or seriously violate state laws and regulations will receive legal punishment.
3. Establish responsibility system
Superior departments should urge relevant competent departments and units which violate the Measures to redress malpractice, publicize their misconducts or deal out administrative punishment based on seriousness of consequences. Parties that commit a crime will receive legal punishment.
