Sixth, health education and health promotion have been in full swing. Various kinds of health education and health promotion activities have been carried out to disseminate a correct perception of health issues and to gradually guide the masses to change their poor hygiene practices. As a result, urban and rural residents have widely accepted healthy lifestyles, which include giving up smoking, abstaining from alcoholism, doing moderate exercises and having a balanced diet. The health knowledge awareness rate and the healthy behavior formation rate have markedly increased. The health literacy rating of residents has been constantly enhanced. The health education network based on medical and health organizations, schools, government organizations, enterprises and communities has been established. Great efforts have been made to vigorously carry out activities to improve the health literacy of the public and disseminate and promote basic knowledge and skills concerning health literacy. Efforts have constantly been made to promote tobacco control publicity and relevant educational activities. The 2008 Beijing Olympic Games and the 2010 Shanghai World Expo became tobacco-free events, and some cities or municipalities have enacted tobacco control regulations. As a result, the supporting atmosphere for tobacco control has gradually been developed among most members of society. The National Healthy Lifestyle Action has been promoted in 2,024 counties/districts in the whole country. Balanced diets and moderate exercise has been advocated, and such supporting environments as healthy trails and health-related theme parks have been built. As a result, a good atmosphere for health education and health promotion has taken shape all over the country.
III. Some Thoughts on the Patriotic Health Work in the Next Stage
• To Strengthen the Construction of Patriotic Health Legislation
Efforts will be made to, on the basis of summing-up the experience of patriotic health legislation at local levels, start the patriotic health legislation at the national level without delay to facilitate the promotion of patriotic health work within a framework based on laws and standards. In the near future, efforts will be made to, by taking into account the current situation, advance the formulation of the opinions on how to do patriotic health work well and determine the objectives and tasks of patriotic health work so that local departments can better their efforts in patriotic health work.
• To Continue and Deepen the Clean-Up Campaign to Improve Environmental Hygiene in Urban and Rural Areas
Efforts will be made to study and formulate the action plan of the clean-up campaign in the next stage. With highlights being proper treatment of solid waste and wastewater and toilet renovation in rural areas, and the main content being the construction of an environmental hygiene infrastructure and the construction of a long-term effective management mechanism, efforts will be made to sum up the good practices of the first-round clean-up campaign activities, guide local departments to do a good job in the comprehensive improvement of environmental hygiene, and advance the overall treatment of domestic solid waste and wastewater in rural and urban areas. More investment will be made to speed up the progress of building harmless sanitary toilets so that the objectives included in the UN Millennium Development Goals (MDGs) and the Program for the Development of Chinese Women 2011-2020 can be achieved. The popularity rate of sanitary toilets in rural areas will reach 75 percent in 2015 and 85 percent in 2020.
