Sun Zhigang inspects county-level public hospital in Hebei

Sun Zhigang, vice-minister and deputy Party secretary of the NHFPC and director of the Health Reform Office of the State Council, led a delegation to Hebei during Nov 27-28 to inspect and evaluate local county-level public hospital comprehensive reform. The inspection team visited Baoding's Tang county and Shijiazhuang's Luquan district, held a medical reform symposium, and listened to reports of county-level public hospital comprehensive reform. Zhang Qingwei, governor of Hebei, and Sun Shibin, consultant with the Hebei government, met with the delegation.

Sun pointed out that no county or city in Hebei was chosen for the first group of national pilot projects, but the provincial pilot programs began in 2012. At the moment, all counties and cities in Hebei have initiated comprehensive reform and received positive results.

Sun stressed that the mechanism linking drug prescription to doctor's salary must be eliminated in county-level public hospital comprehensive reform, and the government has to live up to its responsibilities in building hospitals. Concentrated bidding and purchasing systems should be improved and medical payment and personnel distribution systems should be reformed to establish a new operation mechanism that maintains public welfare, arouses enthusiasm and ensures sustainability.
