Li Bin, Han ethnicity, was born in Longkou, Shandong province in March 1963. He became a member of the CPC in May 1984.
Li majored in medicine at Harbin Medical University from September 1981 to July 1986 and received a doctorial degree of medicine in 1986.
He started his career in 1986 and has successively held the following posts:
Instructor of students at Harbin Medical University and deputy secretary of the Communist Youth League Committee of Harbin Medical University
Deputy director and a member of the Leading Party Members Group of Heilongjiang Provincial Health Department from August 2000 to February 2007
Director and secretary of the Leading Party Members Group of Heilongjiang Provincial Health Department from February 2007 to November 2009
Director of the finance planning department of the Ministry of Health from November 2009 to June 2013
Director of the finance department of the National Health and Family Planning Commission from June 2013 to January 2017
Member of the Leading Party Members Group of the Gansu provincial government since December 2016
Vice-governor of Gansu province and a member of the Leading Party Members Group of the Gansu provincial government from January 2017 to December 2018
Vice-minister and a member of the Leading Party Members Group of the National Health Commission since December 2018
